Improving operation efficiency of Vietnam Post’s cultural commune post offices
The image of cultural communal post offices of Vietnam Post with increasing number of customers, modern and innovative services such as accepting documents, returning results of public administrative services, pensions, merit payments, distribution of consumer goods, money transfers ... are gradually becoming familiar with Vietnam people in rural and mountainous areas.
In its development strategy, Vietnam Post always identifies that over 8,000 cultural commune post offices are playing an important role in providing core postal services and national key projects on social security services in Vietnam’s rural, mountainous and remote areas.
According to Mr. Chu Quang Hao, President & CEO of Vietnam Post, all nationwide cultural commune post offices are the competitive advantages of Vietnam Post. In the past few years, Vietnam Post has focused on renewing activities of cultural communal post offices such as: repairing and building cultural communal post offices for serving public administrative services, investing and adding nearly 1,500 computers and more 5,100 electronic scales for cultural communal post offices (estimated to complete in quarter I/2020). Moreover, Vietnam Post conducted a mechanism to support its staff and employees in all cultural commune post offices. Vietnam Post has also organized business training courses as well as implemented emulation programs effectively, contributing to the improvement of the sales performance at cultural communal post offices.
In 2019, Vietnam achieved the best results in business performance of these cultural commune post offices. Their revenues increased by 23% in comparison with the same period of last year. Especially, the contribution rates of services among distribution and communications, postal services, postal financial services have transferred one another, in which the distribution and communications contributed to the biggest proportion.
It is also noticeable that Vietnam Post is now piloting the construction of cultural communal post offices to become the fourth management level with the aim of expanding and developing rural market, covering business areas and developing post and telecommunications services in rural areas. At the first time, Vietnam Post is piloting in Dong Thap and Ben Tre provinces. After that, Vietnam Post will summarize to learn from experiences and consider deploying replication in other suitable areas.
In 2020, the postal communal post offices is still the "spearhead" of the development of Vietnam Post, especially to effectively deploy new postal services such as public administrative services, e-government, national programs and goals, etc. In addition to continuing to renew, promoting business in rural markets, improving the efficiency of cultural communal post offices’ activities, Vietnam Post will continue to reform and repair postal communal post offices and train human resources to ensure the best and most effective implementation of postal services at the postal communal post offices.
More over, in the coming time, Vietnam Post will submit Vietnam Ministry of Information and Communications to consider and approve its project "Developing public postal service points in communes in line with community service activities" to develop cultural communal post offices as cultural and information and communications serving centers in communes to ensure to popularize party policies and the laws of the State to the people, and as a "bridge of information” between the party committees at all levels and the people. The cultural communal post offices will really become “a strong arm” of local authorities in serving the people with social security services and with its serving points to offer public services to all communes, contributing to the national new countryside construction scheme.
