Postal address code system – Vpostcode is launched

In the afternoon, 7 May 2020 in Hanoi, Vietnam Ministry of Information and Communications (MIC) held the launching ceremony of the new postal address code system, known as Vpostcode. Vietnam Deputy Prime Minister Vu Duc Dam, Minister of Information and Communications Nguyen Manh Hung attended and delivered a speech at the ceremony. Vpostcode was developed by Vietnam Post to promote e-commerce development and build a common platform for digital transformation in the postal sector.

In order to promote e-commerce development and build a common platform for digital transformation in the field of post, MIC has assigned the task to Vietnam Post (VNP) to develop the new postcode platform – Vpostcode on the national scale (https://vpostcode.vn).

Vpostcode has the ability to "digitize", accurately locate the location of customers' addresses, contributing to the success of organizations and businesses in various industries, sectors and services that always need to "find" to customers. This will be the solution to the issue of optimizing the transportation and delivery of goods from senders to recipients for postal, transportation, logistics, e-commerce businesses in order to improve production efficiency, reduce costs and enhance competitiveness.

Vpostcode is developed on the basis of digital map and national postcode to provide the information regarding location and postcode of any location nationwide. The development of Vpostcode is carried out under the principle of open location code (OLC), dividing maps into small grid of appropriate dimension (3m x 3m) and assigning codes to each square on the grid.

Vpostcode consists of a set of 12 digit and letter characters, of which five first characters are national post codes and seven latter characters are location codes on digital maps. Because postal address codes are determined by the location of the coordinates on a digital map platform, not based on administrative geography, they ensure high accuracy and stability. To date, more than 23 million addresses nationwide have been assigned with codes (For more information, visit https://vpostcode.vn).

Vpostcode has a lot of practical functions for users such as searching, generating, locating and sharing address codes; finding directions, managing location information ..., and also allowing users to update and enrich the address data information for themself and the community, helping to find addresses quickly, conveniently, meeting the diverse needs of users.

Vpostcode can easily be integrated into other application platforms to enhance user experience in creating and using address codes. Businesses integrate with Vpostcode to form a joint platform can optimize delivery and logistics activities, improve service quality, enhance production and business efficiency.

Government authorities can use Vpostcode or integrate with applications, softwares and digital platforms to carry out the urban, health, social management, provide online public services, ... contributing to accelerating the process of digital transformation, developing smart cities and e-government.

Speaking at the launching Ceremony, Vietnam Post’s President and CEO Mr. Chu Quang Hao said that in order to establish accurate address database, based on the data of more than 23 million locations across the country (collected in the Phase 1 of the digital map development), within nearly 2 months (from March 2020), Vietnam Post has completely reviewed, verified and updated all address data nationwide, nearly 11,000 postal employees worked hard to find every address to verify, update the address information and assign the codes of Vpostcode to the addresses. This was a huge workload, requiring a big effort and consensus of all employees on the whole network of Vietnam Post, determined to perform well, even faster than the assigned timeline setforth by the Government and MIC. This is also a digital service product of Vietnam Post as assigned by MIC.

According to Mr. Chu Quang Hao, the results of the development of Vpostcode came from the trust from the leaders of the Government, MIC, related ministries and industries, creating a strong motivation for all employees of Vietnam Post to resolve and overcome all difficulties to complete the development of Vpostcode. Under the direction of MIC, with the efforts of Vietnam Post and all employees, Vpostcode was launched two months earlier than the timeline assigned by MIC.

In addition, Vietnam Post also gets the close cooperation from partners including IoTLink, Vietmap, and Vinatii to develop interactive tools and digital map platforms.

So far, Vietnam Post has applied Vpostcode to develop a series of tools and software for production and business organizations, significantly contributing to improve the efficiency and service of Vietnam Post, especially in optimizing the transportation and delivery of goods, locating post offices and service points of Vietnam Post, eastablishing delivery routes, integrating into applications for e-commerce customers ...

In the future, considering address data collection as a core, real-time data on coordinates and address attribute are a prerequisite for digital transformation in many industries, including: IoT and Logistics (delivery based on coordinates, delivery and delivery location based on alerts ...); supporting mobile payment (look-up directions, navigate throughout the building, ...), big data, AI, simulating; modernize web and mobile by providing address and map utilities .

Vietnam Post is committed to continue improving this system and frequently updating, enriching the digital address database, accompanying the Digital Vietnamese Knowledge System to contribute with more products to the whole community, to the development of digital government and smart country.

Vpostcode will promote e-commerce and digital economy.

Speaking at the launching ceremony, Minister of Information and Communications Nguyen Manh Hung affirmed that postal sector has never before achieved such a fast growth as in recent years.  It is thanks to the development of e-commerce. Supermarket reaches every household through e-commerce platform on mobile devices. Therefore, if anyone can bring goods to and bring goods from such households, he will own a huge supermarket chain. Minister Nguyen Manh Hung said that the Covid-19 pandemic made us see clearer the importance of the physical flows, of the postmen and of shippers. In a digital society, the role of postal and delivery businesses is becoming more and more important.

National postcode system and Vpostcode are a joint platform for post and delivery operators. This open platform allows people, busineses and organizations in the whole society to update and enrich information.

Speaking at the launching ceremony, Deputy Prime Minister Vu Duc Dam praised and appreciated the great efforts of all staff, workers and employees of Vietnam Post in production and business activities, following the tradition of the post sector as the "long arm" of the government administrative system reaches the whole Vietnamese people. In recent years, Vietnam Post has participated in many important government projects with great social significance. Take the effort of Vietnam Post in the development of the data system of all martyrs' cemeteries and graves of martyrs nationwide as an typical example. Since then, despite many difficult tasks, with direction and funding from the government, a business can overcome difficulties to succeed by mobilizing the strength of the community, awareness and responsibility of such business.

From that methodology, the Digital Vietnamese Knowledge System project has been implemented to promote digital transformation with the voluntary participation of enterprises and information technology community instead of depending on the state. And when it comes to a new idea, there appears the active participation of Vietnam Post, especially the outstanding platform Vietnam Digital Map (V-map), developed by Vietnam. After V-map, Vpostcode was developed as the only accurate digital addressding system in Vietnam.

Deputy Prime Minister Vu Duc Dam emphasized that Vpostcode was starting point for not only the postal sector, traditional businesses but also for state management in many other different sectors. This specific action not only promotes digital transformation in the postal sector but also a very important contribution to pave the way for the development of Vietnam's digital platform. He expected that Vpostcode would bring a long-term and multi-faceted meanings in the future. The postal sector needs to make more contributions to the country development.
