The Association of Southeast Asian Nations (ASEAN) is a political, economic, cultural and social alliance of nations in the Southeast Asia.
The Association was established on Aguust 8, 1967 with the first members of Thailand, Indonesia, Malaysia, Singapore and the Philippines to express the spirit of solidarity among countries in the same region and to cooperate in the combat against the violence and instability among member countries. After the 1976 Bali Conference, ASEAN promoted the economic cooperation program, but efforts came to a standstill in the mid-1980s. It had to wait until 1991, when Thailand proposed the establishment of a free trade region, then the ASEAN Free Trade Area was formed. Annually, ASEAN member countries rotate to hold official meetings to enhance cooperation. As of 1999, ASEAN consisted of 10 member states (except East Timor and Papua New Guinea were not yet admitted, only as observers).
The year 1992 marked Viet Nam's regional integration process after joining the Treaty of Amity and Cooperation in the Southeast Asia and becoming an observer to attend the annual ASEAN Ministers Meetings. During this time, Viet Nam also started participating in the activities of some ASEAN Specialized Cooperation Committees. In July 1994, Vietnam was invited to attend the first meeting of the ASEAN Regional Forum and became one of the founding members of the Forum. On July 28, 1995, at the 28th ASEAN Foreign Ministers Meeting in Brunei, Viet Nam officially joined ASEAN and became the 7th member of the Association. Since then, Vietnam has rapidly integrated, deeply participated in all areas of ASEAN cooperation and made active contributions to maintaining intra-regional solidarity and strengthening cooperation among member countries as well as among ASEAN’s external partners, contributing significantly to the development and success of the ASEAN Community today.
Viet Nam's first remarkable contribution to the ASEAN is its active role in promoting the admission of Laos, Myanmar and Cambodia to the ASEAN, thereby completing the idea of a full-10 ASEAN countries in the Southeast Asia, making ASEAN a representative organization for the entire region, ending the period of division between groups of countries, opening a period of friendly cooperation for mutual development in the region.
The event marking Viet Nam’s impression in ASEAN is the successful organization of the 6th ASEAN Summit in Hanoi (December 1998) - just 3 years after Viet Nam officially became the official member of ASEAN and in the context of a serious economic and financial crisis in the region and Viet Nam was highly appreciated by ASEAN members and countries in the world. With the approval of the Hanoi Action Program, the ASEAN Summit 6 made an important contribution to strengthening solidarity, promoting cooperation, and restoring the image of ASEAN, especially the orientation for the association's development and cooperation in the following years to implement Vision 2020. From July 2000 to July 2001, Viet Nam successfully completed its role as Chairman of the Standing Committee of ASEAN, Term 34 and ARF, organizing and chairing with the success of the 34th ASEAN Foreign Ministers Meeting, the 8th ASEAN Regional Forum, the ASEAN Foreign Ministers Meeting and Northeast Asian Countries; other meetings after the Meeting of Foreign Ministers among ASEAN with dialogue countries (Post Ministerial Conference - PMC +10) and each dialogue country (PMC +1) and the Conference of Hang River - Mekong River at the end of July 2001. During Vietnam Chairmanship year, ASEAN and ARF achieved important results, continued to develop in the right direction, in accordance with the interests of each ASEAN country and the interests of the whole region.
In 2020, Vietnam takes the role of ASEAN Chairmanship in the context of the world's political and security changes. In addition, the complexity of the Covid-19 pandemic has negatively affected all life activities and global economy and society. Viet Nam is taking efforts to overcome challenges and lead the ASEAN Community to timely take actions with active adaptation to control the Covid-19; promote economic recovery and intra-regional cooperation; build a stronger ASEAN Community in accordance to the set forth goals... All off these affirm the strong bravery of a united and committed ASEAN bloc, enhancing the position and reputation of ASEAN in general and Viet Nam in particular on the international arena.
