Vietnam Post expands accepting dossiers and returning results of consular procedures in Southern provinces.
To improve the efficiency of public postal services to handle administrative procedures in the consular field, Vietnam Post coordinates with the Consular Department - the Ministry of Foreign Affairs to provide the services of accepting and returning results of consular legalized dossiers; dossiers for new issuance and extension of diplomatic passports, official passports, diplomatic notes for visa issuance in the southern provinces.
Customers submit dossiers for consular certification procedures at Hanoi Post
Accordingly, since 15/8/2020, 19 cities and provinces including An Giang, Ba Ria Vung Tau, Bac Lieu, Ben Tre, Binh Duong, Binh Phươc, Ca Mau, Can Tho, Dong Nai, Dong Thap, Hau Giang, Kien Giang, Long An, Tay Ninh, Tien Giang, Tra Vinh, Ho Chi Minh, Soc Trang, Vinh Long has implemented to accept dossiers for consular legalization procedures at service points of Vietnam Post to delivery and transfer the dossiers of organizations and individuals to the Ho Chi Minh DOFA and return results at registered addresses through the contact point of Sai Gon Public Administrative PO of Ho Chi Minh Post.
For consular legalization procedures, individuals and organizations make an electronic declaration according to the form on the National Public Service Portal (https://dichvucong.gov.vn) or the online Public Service Portal of the MOFA (https://dichvucong.mofa.gov.vn). After fully declaring information, customers print the declaration forms and bring dossiers (including photocopies) which need consular certification/legalization and copy of ID card to the service points of Vietnam Post for being accepted. Post offices are responsible for accepting dossiers, charging delivery rates and collecting a collection fee of 30,000 VND/copy.
Unlike consular legalization procedures, citizens wishing to issue or extend diplomatic passports, official passports, diplomatic notes for visa issuance need to apply directly to the municipal and provincial Foreign Affairs Agencies. Vietnam Post will coordinate with these agencies to deliver dossiers to the Ho Chi Minh DOFA to handle and return results to registered addresses. The fees for the procedure of extending, issuing or replacing passport in case of lost or damaged passport are 100,000 VND; 200,000 VND and 400,000 VND/ passport; the diplomatic note for visa issuance is 10,000 VND/person; procedure for issuing copies of civil status extracts is 8,000 VND/copy.
The general processing time limit for the above procedures is as follows: 01 working day for right dossiers and dossiers under 10 papers, maximum 05 working days for dossiers over 10 papers and 03 days from the date of receipt of the result from the abroad Vietnamese representative agency for the dossiers to be certificated.
Previously, Vietnam Post has implemented the service of accepting dossiers and returning results of consular procedures in the northern and central locations (from Da Nang onwards) since March 2020.
