In 2017, the number of voluntary social security participants was 224,000. In 2018 with the Resolution No. 28-NQ/TW issued by Central Executive Committee, this number increased to over 277,000; and to nearly 57,000 in 2019 (an increase of 107.1% compared to 2018, accounting for 1.17% of the labor force of working age). Remarkably, the quantity of new participants in 2019 is equal to the total of participants developed in 11 past years (2008-2018).
According to Mr. Tran Dinh Lieu, Deputy General Director of VSS, such impressive increase demonstrates that the policy of voluntary social security is increasingly asserting its role to ensure social security for Vietnamese people.
The launching ceremony is one of the activities to display the determination to effectively achieve the goal of universal social security that has been established by the Government. Specifically, VSS is striving to get about 35% of the labor force of working age to participate in social security, of which farmers and informal workers participating in voluntary social security account for about 1% of the labor force of working age. By 2025, about 45% of the labor force of working age will participate in social security, of which farmers and informal worker participate accounting for 2.5%. By 2030, about 60% of the labor force of working will participate in social security, of which farmers and informal worker account for about 5% of the labor force of working age.

Currently, the collection agent system of social security and health insurance and network of collaborators have been expanded to reach every commune, ward, and town and village, hamlet and residential quarter which help creating favorable conditions for all people to access and participate in voluntary social security. there are over 12,400 social security and health insurance agents across the country with over 37,300 collection points and over 52,200 collection staff to ensure timely and flexible service for voluntary social security participants. In which Vietnam Post accounts for the majority.
“In addition to well performing public administrative services such as payment of social security policies (pensions and social security benefits), receipt and delivery of administrative procedure dossier in social security sector, Vietnam Post is contributing as a core driving force to develop nearly 4 million participants in household health insurance. Vietnam Post’s agents become more professional, modern and sustainable”, Mr. Tran Dinh Lieu emphasized at the ceremony.
Also according to the assessment of VSS, in 2019 with the involvement of the Vietnam Post as one of the agents collecting social security and health insurance for VSS, the propagation and mobilization for participants has been positively and effectively. In particular, VNP has collaborated closely with social security agencies at all levels to successfully organize 14,000 conferences promoting directly to people and informal worker, resulting in more than 276,000 participants in voluntary social security in 2019.
Particularly in the first 4 months of 2020, the results of developing voluntary social security participants of the post and social security collecting system are 48,012 people.
Delegates beat the launching drum
According to Chu Quang Hao, President & CEO of Vietnam Post, starting from September 2018, Vietnam Post has implemented the development of particiants in voluntary social security.
Vietnam Post identified the quantity development of voluntary social security participants is not only its core effort but also an important political duty assigned by the Government and VSS and this shows Vietnam Post’s social responsibility to the society and to perfom its mission of providing the whole community with universal services.
By 2020, the Vietnam Post targets to develop over 400,000 participants in voluntary social security. This is an ambitiuous target so provincial posts will work closely with the social security agencies at all levels to implement the promotion campaigns to raise awareness of the community on voluntary social security to ensure the safety, practicality and effectiveness. Vietnam Post will play the pioneering role in propagating the implementation of social security policies in order to achieve the setforth target in the quantity development of voluntary social security.
Speaking at the launching ceremony, Mr. Pham Anh Tuan, Deputy Minister of Information and Communications, affirmed that the two most important pillars for any country were economy and social security. Vietnam Government always prioritized the social development as an essential mission to ensure better social security and welfares for the community.
In Vietnam, there are around 55 million employed workers, but only nearly 16 millions participate in social security (both compulsory and voluntary). This shows that many workers of working age still do not participate in social security. This is a great risk when population age, the employees themselves do not participate in social security will also face many difficulties when they are out of working age. This will put the national budget on a huge burden later. Therefore, it is necessary to promote the development of the number of people of working age to participate in social security so that when they are out of working age or at the end of working age, there will be a monthly allowance to ensure their life.

Deputy Minister Pham Anh Tuan said that Vietnam Social Security and relevant organizations were using different forms of innovation, good practices to encourage people to participate in social security. Typically, develop agents to advocate for employees to participate in social security, coordinate with the People's Committees of provinces and cities to assign targets of developing social security participants; organize propaganda forms suitable to the actual situation of each locality, each target group to change people's perceptions ...
