Vietnam Post accepts and delivers nearly 8 million administrative records in two first quarters 2020

In the first two quarters of 2020, nearly 8 million administrative records of citizens, organizations and businesses are estimated to be accepted and delivered to addressees by Vietnam Post, increasing by 30% compared to the same period last year.

During the time of the Covid-19 pandemic, in order to restrict people from going to crowded places, most of local authorities had temporarily stopped receiving administrative records directly and offer the alternative method by providing online services at level 3 and 4 and return the results to citizens through the public postal services. However, the number of these online services at level 3 - 4 was not much, so at this time, the public postal services were considered as an "extended" arm to bring online public administrative services closer to people. In March and April 2020, during the peak period of social distancing, there were still nearly 3 million records sent by post.

There appears the demand for submitting administrative records with order to receive results through post office, especially social security services, issuance of judicial personal forms, certificates of land use right and copies of diplomas, birth certificates, certificate of pharmacy and plant protection drugs; business registration certification….

In order to successfully implement the acceptance of administrative records through postal network, the IT connection network between Vietnam Post and the ministries and local authorities becomes one of the most concerning issues.

Currently, Vietnam Post has connected information data completely with 57 provinces and 07 ministries (Ministry of Justice, Ministry of Construction, Ministry of Natural Resources & Environment, Ministry of Labor, War Invalids, & Social Affairs, Ministry of Information & Communications, Ministry of Culture, Sports & Tourism, Ministry of Planning & Investment). The remaining localities and ministries are currently connecting for data interconnection in the near future. Thereby not only saving time, costs, effort in filing, receiving the results of citizens but also reducing the pressure on handling administrative records for agencies, helping civil servants and employees of Administrative organs have time to focus on their professional works. Besides, it reduces direct contact between agencies officers and enterprises and people at the one-door section to avoid harassment and annoying people who carry out administrative procedures.
