How to receive driving license and relevant documents after online traffic fine payment through National Public Services Portal
From 13 March 2020, Vietnamese people can pay traffic fine online on National Public services Portal. Instead of spending time travelling, waiting to get driving license and relevant documents returned from public services agencies, traffic violators now can only stay at home and register to get the results delivered by post office.
Currently, to receive driving license and other relevant documents after getting traffic fine decision of public service agencies, violators have to come to the state treasury to pay for traffic fine. After paying for traffic fine, violators come back to public service agencies to show their payment receipt and then get driving license and relevant documents returned. This process takes a lot of time and cost of travelling and waiting for the results. Especially, it takes even more difficult for residents who live in one place but violate traffic regulations in another place; or those who do not have time for travelling.
However, from 13 March 2020, basing on traffic fine report, all residents nationwide, who are violators in Hanoi, Ho Chi Minh City, Hai Phong, Danang and Binh Thuan, only spend 3 minutes to access National public services Portal to pay traffic fine and register to receive the traffic fine result at home – delivered by Vietnam Post. They can select type of result delivery services (ordinary service or express services). Basing on the address of recipient and type of service registered by recipient, the system will show time and delivery service fee.
When traffic violation records are due to return to violators, public service agencies hand over to post offices these records to deliver to addressees as they registered on National public service portal.
Before delivery, postmen make phone calls to recipients to fix the delivery time. When receiving the records, a part from submitting relevant personal documents to match the information registered on National public service portal, recipients have to check the records and sign in the logbook of postmen.
After the pilot at 5 provinces and cities in Vietnam, online traffic fine payment through National Public Services Portal will be implemented nationwide by quarter 3/2020.
In addition to the said 5 provinces and cities, traffic violators in other provinces and cities can register to use traffic fine payment services and result home delivery at post offices
